Military Family Support in Fountain-Fort Carson

  • Fountain-Fort Carson School District 8 welcomes all of our military students and families and works hard to meet their unique needs in order for every student to achieve academic success while they are with us. With almost 70% of our student and family population being military-connected, it is vital for us to ensure we are doing all we can to meet your needs.

This page is designed to offer parents access to resources that will help in the transition to our district.

The Interstate Compact on Educational Opportunity for Military Children

  • All 50 states and the District of Columbia have signed and adopted the Interstate Compact on Educational Opportunity for Military Children. (DoDEA cannot officially be a member, but has agreed to the concepts in the Compact, as well.) The Compact was formed to help military children with the challenges of frequent school transitions. The compact leverages consistency:

    • It uses a comprehensive approach that provides a consistent policy in every school district and in every state that chooses to join.
    • The compact addresses key educational transition issues encountered by military families including enrollment, placement, attendance, eligibility and graduation.
    • Children of active duty members of the uniformed services, National Guard and Reserve on active duty orders, and members or veterans who are medically discharged or retired for one year are eligible for assistance under the compact.

Each state has a Commissioner. FFC8 Superintendent Dr. Keith Owen is the Colorado Commissioner for the Compact. He can be reached at (719) 382-1311 or FFC8 Deputy Superintendent Dr. Montina Romero also supports the Compact efforts in Colorado. She can be reached at (719) 382-1300 or
